Kiting in the news!

It seems to me that kiting only makes the news when something goes wrong. Here are a couple of links to stories on the BBC news website.

What do you think is the best way forward? Designated areas on beaches for kiting, kiting bans on popular tourist beaches (not a popular coice I'm sure)??
