Yes, The sea front can be a bit lumpy but in the estuary at high tide its quite learner friendly as long as you are aware of the tide its very strong in places. Im sure Al will post more info

What it is you'll be learning? Windsurfing, kitesurfing or something else?? Whichever, Borth should be fine... In light winds even the seafront can be OK, but as BEFS said, high tide in the estuary will be your best bet. Plenty of room, no waves and pretty safe as long as you stay away from the currents at the mouth of the estuary... The best thing to do is sail for a couple of hours before high tide, that way the currents are generally pretty weak and they will be pushing you into the estuary rather than taking you out to sea anyway!
